Need Help On CPU Cooler

Im going with the one you linked above. Power supplies are the backbone of any PC, buy a good one or just don't buy one. There are plenty of mini tower cases that are a bit wider with better HDD mounting solutions that would allow for proper CPU coolers. The cheap psus overstretch their ratings- aka lie.

Should I overclock? This went on for awhile, I checked to make sure all my fans were running (esp on the GPU).
