As long as it isn't a high end graphics card 650w should be more than enough and would indicate a problem somewhere, probably a short. If it's not connected correctly, the CPU and or the monitor will simply stop running. The surge protection may be effectively useless (in your opinion), but it's there. Your failure sounds typical. Can a power supply cause other damage?
