High Pitched Noise Coming From Power Supply - Suggestions?

You mention checking the "caps" on the board. It wasn't until a 3rd tech-guy came along who could also hear it that they exchanged it for different PSU. I'd suggest you make sure it's actually coming from the PSU, and not some other component.
