Windows 7 Safe Mode System Restore

I have talked to a few people about it, some say I may have a virus that has frozen my drivers.....I know nothing about computers, so this is very frustrating for In Safe Mode, Windows uses a very low screen resolution, doesn't initialize much hardware support, and avoids loading third-party startup programs. The PC whirrs, meaning it is doing something but it isn't starting up. And tries to boot again, and everytime it tries it just hangs and gives me the same error code. I cant even get to the system recovery menu even though its an option when it first comes on. If not, try this troubleshooting: Borrow a working monitor from another computer and try it in place of yours.
